Summary0004993: Coppa settings not manageable
DescriptionThe Coppa settings in the admin panel only become active after you set an age then hit save, there is no need for the check before choosing the action to be taken. Also the options only allow there to be either postal mail or fax, surely in 2012 we can list an email for a scan or an upload box?

Remove: onchange="checkCoppa();
